Why Kabale district boss Nshangabasheija suspended his deputy

KABALE – The Kabale District LC5 Chairperson, Nelson Nshangabasheija, has suspended his Deputy, Miria Tugume, from all official duties over allegations of gross misconduct, in a move that has drawn significant attention within the district’s political and administrative circles.

According to an official letter dated April 1, 2026, Nshangabasheija accuses Tugume of overstepping her authority by presenting the district’s draft budget without his authorization or any formal delegation of power. The Chairperson noted that such actions contravened established administrative procedures and undermined the district’s leadership structure, which requires clear lines of authority and accountability in the execution of official duties.

In the letter, Nshangabasheija expressed concern that the Deputy Chairperson’s conduct could set a dangerous precedent if left unaddressed, emphasizing the importance of adherence to institutional protocols in the management of public affairs. He stated that the integrity of the district’s governance systems must be protected at all times to ensure transparency, efficiency, and public trust.

To address the matter comprehensively, the Chairperson announced that a committee will be instituted to carry out a thorough investigation into the allegations against Tugume.

The committee is expected to examine the circumstances under which the draft budget was presented, determine whether there was any breach of procedure, and establish the extent of responsibility on the part of the Deputy Chairperson. Its findings will subsequently be presented before the Kabale District Council, which will deliberate and guide the final decision regarding Tugume’s position.

Nshangabasheija further explained that the decision to suspend the Deputy Chairperson is a precautionary measure aimed at safeguarding proper governance and preventing interference with the ongoing administrative processes. He stressed that the action is not a final judgment but rather an interim step to allow for an impartial investigation.

In reinforcing his decision, the Chairperson referenced a previous incident involving Councilor Leopold Twesigye and the Speaker Flavia Kanagizi, which he said resulted in financial losses for the district due to what he described as reckless decision-making. He noted that lessons from past occurrences necessitate firm and timely action whenever irregularities are suspected, in order to avoid repeating costly mistakes.

As part of the directive, Nshangabasheija instructed that Hon. Tugume immediately ceases all functions and responsibilities associated with her office until further notice. This includes participation in official meetings, administrative engagements, and any representation of the district in her capacity as Deputy Chairperson.

Copies of the suspension letter were circulated to key district officials, including the Principal Internal Auditor and various heads of departments, to ensure that the directive is fully implemented and observed across all administrative levels. The communication also serves to formally notify all stakeholders of the change in the district’s leadership operations during the period of investigation.

The development has sparked interest among local leaders and residents, with many awaiting the outcome of the investigations that will ultimately determine the Deputy Chairperson’s fate. As the process unfolds, attention will remain focused on the committee’s findings and the subsequent decision by the Kabale District Council, which will play a decisive role in resolving the matter.
