The National Water and Sewerage Corporation (NWSC) Managing Director, Eng. Dr Silver Mugisha has denied claims that his leadership has been involved in corruption, saying that his office has been open for accountability and his wealth has been declared to the Inspectorate of Government.
Dr Mugisha said Friday that there have been self-seeking and negative agents dragging his name and NWSC into disrepute despite the good work done and several achievements posted.
According to Dr Mugisha, for the 32 years he has been at NWSC, the corporation has ‘tried to do things administratively right with gaps notwithstanding.
“In the last 12 years, I have been a team leader, we have increased Assets Under Management (AUM) from 600 billion to 5000 billion, surplus from 40 billion to 162 billion.”
The corporation has served from 4.5 to 20 million people and had water connections rise from 300,000 to 1 million, and also expanded the pipe length from 6,000 to 24,000 kilometres.
The NWSC boss added that his wealth and that of his wife, Annet Katusiime Mugisha, who is the Bushenyi district Woman Member of Parliament, have been declared to the Inspector General of Government.
“With 32 years of working at NWSC, largely in senior positions, my wife and I own modest properties that have been duly declared to IGG. You may also wish to note that my predecessors also own certain properties,” adding that his management has insisted on the least cost policy and using internal capacities to run affairs at the corporation.
“As a team leader at NWSC in the last 10 years, I have insisted on a policy of least cost capital investment options (including elimination of buying IT solutions and insisting on self-created in-house solutions; reducing engineering consultancies and using internal capacity. We have also insisted on the use of least cost contractors and force-account mechanisms. On 12 projects (Lyantonde, Bushenyi, Masindi, Kalungu, Sembabule, Kapeeka, Kapchorwa, Kisoro, Soroti, Lira), we spent 120billion to about 600 billion we could have spent using traditional methods,” he said
Dr Mugisha revealed that the main motivation behind some elements trying to drag him is the political maneuvering in Bushenyi district.
“We assure the public that our offices remain open for accountability. We are currently focusing on creating improved customer experiences. We only request space to reflect on serving Ugandans, rather than being diverted to non-productive things,” he noted
