Police Annual Crime Report: IGP Byakagaba attributes crime drop to clear chain of command, inter-agency mechanism

KAMPALA – The Uganda Police Force has released the 2025 annual crime report, recording a drop in crime as compared to 4.1% in 2024.  The annual crime report 2025 provides a comprehensive analysis of crime trends, patterns, and collective efforts of the force. It is also a tool for accountability, transparency and strategic planning.

According to police, in 2025, a total of 196,405 cases were reported to police as compared to 218715 in 2024, which represents a 10.2% reduction. Out of the reported cases, 115,301 were submitted to the office of the Director of Public Prosecutions, from which 79899 were taken to court. A total of 24,899 cases secured convictions, with 31732 persons convicted and sentenced.

While speaking at a ceremony to release the report held at Police headquarters, Nagulu, the Inspector General of Police, Abbas Bakagaba, attributed the crime drop milestone to several factors, including a clear chain of command, a strong inter-agency mechanism, the sub-county policing model and others.

“We realise there is a clear chain of command and control which has improved decision making. I am confident that under my stewardship, the Uganda Police Force shall continue to improve command capabilities through training and mentorship at all levels.  The existence of a strong inter-agency mechanism under the able leadership of the Chief of Defence Forces has enhanced effective twining of capabilities. I thank with gratitude all the members of the interagency.” Said Byakagaba

The police boss mentioned that the sub-county policing model “is giving the Uganda police force mileage over crime,” saying it has enabled the Uganda police force to bring police services closer to the communities.

“And I would like to note here that this is still work in progress. We are not yet fully to all the sub-counties of this country, and I believe that once we get there, we shall have better crime reports in the years to come. We have so far covered 56% of the sub-counties, and efforts are being made to cover all the sub-counties, including providing them with relevant resources.”

Byakagaba told the media that there has also been an upward increase in acquisition and effective utilisation of force multipliers, especially CCTV cameras, canine services, forensics, better equipment and other IT-related solutions.

He explained that over the past year, the Uganda police force has sustainably executed intelligence-led operations and investigations in Uganda.

“We have had focused operations. This has facilitated proactive policing, and I urge all officers of the Uganda Police Force to continue engaging with the communities, but also always keep in mind that our strength is beyond ourselves. Our strength is in mobilising all the good residents and citizens of this country to ensure that we are always on top of the situation.”

He noted that the force has strengthened working partnerships with Ministries, Departments and Agencies like the Judiciary, Office of the Director of Public Prosecutions, local governments, international partners, which have enabled them to build synergies in strategies.
