NRM Parliamentary Caucus resolves to support government 2026/27 financial year budget priorities, enhance salaries for teachers

KAMPALA – The National Resistance Movement (NRM) Parliamentary Caucus on Friday resolved to support the government’s budget priorities for the Financial Year 2026/2027 and to back the passage of the Proposed Protection of Sovereignty Bill, 2025, following guidance from H.E. Yoweri Kaguta Museveni at a meeting held at State House Entebbe.

Hon. Hamson Obua, the Government Chief Whip, told journalists on Friday that the National Sovereignty Bill 2026 seeks to regulate foreign financial inflows into Uganda by ensuring that all funds entering Uganda don’t harm Uganda’s sovereignty.

Obua argued that the proposed legislation seeks to operationalise or reinforce Article 1, sub-article 1 of the Constitution of the Republic which states that all power belongs to the people who shall exercise their sovereignty and as such, the new bill seeks to complement other existing laws.

“The proposed Bill reinforces the standard practice. We were colonised by the British, the UK had similar legislation. So, we are not reinventing the wheel. The proposed bill seeks to regulate foreign financial inflows, those inflows coming into Uganda must be for legitimate reasons and not harmful reasons,” Obua explained. 

He added “We want sovereignty 100% and we want to secure that through this law. So, those are four good reasons why the government through the cabinet has approved this bill.”

The Caucus endorsed key priority areas in the FY 2026/2027 budget, including continued investment in peace and security, roads, electricity infrastructure, railway development, preparations for AFCON 2027, and promotion of scientific innovations to accelerate socio-economic transformation.

The Minister of State for Finance, Hon. Henry Musasizi while addressing the media after the NRM caucus revealed that in 2026/27, the Uganda Revenue Authority (URA) is expected to collect taxes to a tune UGX44.5 Billion, to fund the UGX84.209 Trillion budget and Ugandans should expect a hike in the price of fuel, after the NRM MPs backed the proposal to increase UGX200 per litre of fuel.

He also said that arts and primary school teachers are expected to receive salary enhancement in a phased manner, a move that will cost taxpayers UGX2.5 trillion. 

When asked by journalists to clarify media reports about the harmonisation of salaries of the arts and science teachers, Minister Musasizi confirmed the development, although he said that the enhancement will be done in a phased manner.

“Yes, but in a phased manner. This financial year we have provided 25%. We will be providing 25%, 25% until we get to the level where other science teachers are,” Minister Musasizi shared.

He added “And also, in the primary category we are providing 25%. We want to increase their salary to 100% but we want to achieve this in four years because the total is about UGX2.5 Trillion and now we have been able to provide UGX550 Billion.”

Members also supported restocking programmes in Teso, Lango and Acholi sub-regions, as well as salary enhancement for Primary School Teachers, Secondary School Arts Teachers, TVET instructors, and security personnel.

The Caucus further resolved to support the passing into law of the proposed Protection of Sovereignty Bill, 2025 once it is introduced in Parliament, noting its importance in safeguarding Uganda’s national interests and institutional independence. 

The meeting reaffirmed the Caucus’s commitment to advancing government priorities aimed at strengthening service delivery, protecting national sovereignty, and sustaining Uganda’s development trajectory.
