NIRA halts parish-level services during polling days

KAMPALA – The National Identification and Registration Authority (NIRA) has suspended all parish-level operations and temporarily adjusted service delivery nationwide to support the smooth conduct of the ongoing elections.

Speaking to the media on Monday, January 12, 2026, at Police Headquarters in Naguru, Kampala, Claire Ollama, a registrar at NIRA said the move is intended to allow citizens to fully participate in the electoral process while ensuring public order and effective coordination at the community level.

“With the country in an active election season, from the national level down to local government, it is important to create space for Ugandans to engage fully in this key national exercise. NIRA has therefore temporarily adjusted its operations,” Olama said.

She announced that all parish-level services have been suspended with immediate effect, noting that the authority will communicate when these services will resume after the elections.

During the election period, NIRA will only offer issuance services at the sub-county level, and no new registrations will be conducted. Issuance will take place strictly on Monday, January 12, and Tuesday, January 13, 2026.

“There will be no registration during this time, issuance only,” Ollama emphasised.

NIRA has also imposed strict controls on its equipment. All registration and issuance devices will be withdrawn from sub-counties and kept at the district NIRA offices until the election period ends. After the close of business on Tuesday, January 13, no devices will be deployed in the field.

In addition, NIRA offices will be closed on January 14–17, January 22, January 27, and February 4. Normal operations will resume on the next working day after each closure. On days that are not public holidays, services will continue at NIRA offices.

Ollama further announced that special issuance centres will operate on January 12 and 13 in Kampala and Wakiso districts due to high demand. All other districts and municipalities will conduct issuance strictly from designated local government premises.
