IGG asks Mbale town clerk to recover 66m paid ‘irregularly’ to staff

The Inspectorate of Government (IG) has directed the City Town Clerk of Mbale city to cause the recovery of UGX 66,544,418 (Sixty-six million five hundred forty-four four thousand four hundred eighteen shillings) from 20 workers who were irregularly overpaid salaries due to mismanagement of the payroll.

The directive follows investigations by the IG Mbale Regional Office, which found that 20 employees of Mbale City received irregular salaries totalling Uganda shillings 66,544,418 (Sixty-six million five hundred forty-four thousand four hundred eighteen shillings) between FY2022/23 and FY 2024/2025.

During the interviews, all 20 officials stated that they used the money for their personal gain and did not return any cash to the City officials. They also expressed readiness to refund the money.

The Human Resource Officer, Mr Abdu Higenyi, explained that the irregular
payments mainly happened when they migrated to new systems, adding that in
July 2022, when salaries for Science teachers were enhanced, and during the
Implementation of the new salary scales. There was a mix-up that resulted in excess payments to some staff.

According to the IG, the officials are supposed to deposit the money into the Inspectorate of Government Assets Recovery account number held in the Bank of Uganda.

In June 2025, Mbale City migrated from the Integrated Personnel and Payroll system to the Human Capital Management System, and the same mistake happened.
