President Museveni on Tuesday night announced to the nation his 2026-2031 proposed Cabinet list. Using the powers given to him by the Constitution of Uganda, the President appointed and disappointed long-serving cadres, and also brought in some new faces. Several appointees expressed their gratitude to the appointing authority, and this is what they said:
Sam Engola, Minister, Office of the Prime Minister, Relief, Disaster Preparedness and Refugees: I am deeply honoured to serve our country in this important capacity and remain committed to working diligently to support government efforts in disaster preparedness, humanitarian response, and the welfare of all Ugandans.
Gen. Henry Tumukunde Kakurugu, Minister of Gender, Labour and Social Development: I am deeply honoured and humbled by the trust and confidence placed in me through my appointment as Minister. I accept this responsibility with gratitude, a profound sense of duty, and full commitment to serving our country.
I extend my sincere appreciation to President Museveni for this opportunity to contribute to the continued progress and transformation of our country.
Dr Monica Musenero, Minister of Energy and Mineral Development: Thank you, Friends. As I move to this new sector, I bring the same energy, focus, commitment to integrity and innovativeness. I am a Technical Minister. I am looking forward to this new assignment and working with the team.
Akifeza Grace Ngabirano, Minister of State for Defence and Veteran Affairs: With gratitude, I want to take this opportunity to appreciate H.E @KagutaMuseveni for the appointment as the State Minister for Defence and Veteran Affairs (Defence). I also want to assure Countrymen and Women that it’s going to be service-driven by passion.
Gen. Katumba Wamala, Minister of Public Service: I am honoured by the trust placed in me through my appointment as Minister of Public Service. My sincere gratitude to President Museveni for the opportunity to continue serving Uganda. I remain committed to duty, service, and our country’s progress.
Phiona Nyamutoro, Minister of State for Energy and Mineral Development: I must say I am particularly thrilled that many more doors have been opened for young people, and a strong formation is in place. Congratulations, colleagues, Eng. Jonard, Lakisa Mercy, Desire Muhooza, Justine Nameere. The task is to deliver beyond expectations and bridge more generational leaders.
Jane Ruth Aceng, Minister of Information, Communications Technology and National Guidance: I am honoured and humbled by the trust and confidence H.E. the President has placed in me through my appointment as Minister for ICT.
I am grateful for the privilege of serving as Minister for Health for the past 10 years. I commit to continue serving diligently.
Lillian Aber, Minister of State, Office of the Prime Minister, Relief, Disaster Preparedness and Refugees: Deeply honoured and profoundly grateful to H.E. President. This trust humbles me greatly and fills my heart with renewed purpose and determination. I pledge to serve our beloved nation with utmost dedication, compassion, and relentless commitment by putting our people first, especially in their most vulnerable moments.
Milly Babalanda, Minister of Presidency: I express my appreciation to H.E. the President on my re-appointment as Minister for the Presidency. I am deeply humbled and honoured by the trust and confidence you have placed in me through my re-appointment as Minister for the Presidency in the cabinet for the term 2026–2031.
Hajjat Minsa Kabanda, Minister for Kampala Capital Authority and Metropolitan Affairs: I am deeply humbled by the trust placed in me to serve once again. I am committed to working tirelessly with all stakeholders to drive sustainable growth, foster innovation, and deliver tangible results for our nation.
Peter Ogwang, Minister of State for Education and Sports: Who am I to catch the eye of the appointing authority again? With profound humility, I thank President Museveni for reappointing me. It has been a great pleasure working with my senior Minister, Mama, Janet Museveni, at the ministry for the past years, and I am excited that we have both bounced back so that I can continue tapping from her wealth of wisdom and mentorship in this new “Kisanja no sleep.”
Robinah Nabbanja, Prime Minister: I take this opportunity to thank H.E. President Museveni for yet another opportunity to serve as Prime Minister of the Republic of Uganda and Leader of Government Business. Your Excellency, I am truly humbled by the continued trust and confidence. I pledge continued commitment, cooperation, and teamwork during this “no more sleep” term as we accelerate the socio-economic transformation of our country.
Dr Lawrence Muganga, Minister of State for Internal Affairs: I understand just how big this responsibility is. Behind this appointment stand the hopes of millions of Ugandans, the safety of our communities, and the future of a country that continues to grow stronger under His Excellency’s leadership. I step into this role with humility, with a deep sense of duty, and with a strong desire to serve well. I promise to work hard, to act with honesty, and to give my very best every single day. My focus will be simple and clear: to help keep our people safe, to protect peace in our country, and to serve Uganda with all the energy and care I have.
Adonia Ayebare, Minister of Foreign Affairs: I wish to express my deepest gratitude for the confidence and trust you have placed in me by appointing me Foreign Minister of the Republic of Uganda. I am profoundly honoured by this responsibility and humbled by the opportunity to continue serving our nation under your leadership. I remain fully committed to advancing Uganda’s foreign policy objectives, safeguarding our national interests, and strengthening our diplomatic relations across the region and globally. I pledge to serve with loyalty, diligence, and dedication in pursuit of Uganda’s peace, prosperity, and strategic aspirations.
Frank Tumwebaze, Minister of Agriculture, Animal Industry and Fisheries: With utmost humility, I thank President Museveni for re-appointing me to the cabinet. Thank you, Mzee, for trusting me and allowing me to serve my country. I pledge (as always) Loyalty and total commitment to duty.
Balaam Barugahara, Minister of Local Government: The transition of our parishes begins immediately. I will not sleep until every parish shines and poverty is removed from our communities. We must work together to transform the lives of our people and build a stronger Uganda. There will be zero tolerance for corruption in PDM and all poverty alleviation programs during this kisanja. No sleep until service delivery reaches every household and every community benefits from government programs.
Calvin Echodu, Minister of State for Foreign Affairs, International Affairs: Thank you so much, Your Excellency, for yet another opportunity to serve my country. Nothing brings me greater pleasure than the opportunity to raise the flag of the Pearl of Africa.

Diana Mutasingwa Nankunda, Minister of State, Office of the President: I sincerely thank H.E.
