The Kabale District Chief Administrative Officer (CAO), Robert Mugabe, has warned civil servants who took sides during the recently concluded political season to put aside their differences and work closely with the newly elected district leadership to improve service delivery and enhance the performance of the district council.
Mugabe made the remarks shortly after the swearing-in ceremony of newly elected district leaders held yesterday at the Kabale District headquarters.
Addressing district officials, heads of departments, and members of the new council, Mugabe emphasized that the election period is now over and that civil servants must shift their focus from politics to service delivery.
He cautioned technical staff against allowing political differences to interfere with their professional responsibilities, warning that any civil servants who fail to cooperate with the new administration or continue engaging in divisive behavior will face disciplinary action.
“Politics is now behind us. What matters most at this point is service delivery to the people of Kabale. Civil servants must remain professional and work with whichever leadership the people have entrusted with office,” Mugabe said.
He urged technical officers to embrace the newly elected LC V Chairperson and other district leaders, noting that the success of the district largely depends on effective collaboration between the political leadership and the technical wing.
According to Mugabe, Kabale residents expect visible improvements in key sectors such as road infrastructure, healthcare, education, and agriculture, all of which require a coordinated and results-oriented approach.
He challenged civil servants to remain committed to their duties, uphold integrity, and prioritize public interest above personal political affiliations.
Mugabe further noted that district staff have a responsibility to support government programs and ensure timely implementation of projects intended to improve livelihoods and promote development across Kabale District.
He said the district administration cannot afford internal divisions at a time when citizens are demanding improved accountability, better public services, and prudent management of public resources.
Meanwhile, Kabale District Speaker Flavia Nyinakiiza Kanagizi cautioned members of the newly appointed District Executive Committee against complacency, urging them to work tirelessly to meet the expectations of the new administration and the people of Kabale.
Speaking shortly after the swearing-in ceremony, Kanagizi reminded executive committee members that their appointments come with responsibility and accountability, stressing that the people of Kabale expect action and measurable results rather than symbolic leadership.
She warned that the executive committee should not expect praise, recognition, or privileges without first delivering on their mandates.
“We are not here to hand out flowers. Leaders must work for the trust placed in them by the people,” Kanagizi said.
The Speaker emphasized that performance and accountability will be the key benchmarks for assessing the success of the new district leadership.
She further directed members of the executive committee to ensure the timely submission of annual reports and accountability documents to facilitate transparency, effective monitoring of government programs, and responsible use of public resources.
Kanagizi said regular reporting and proper accountability mechanisms are essential for strengthening governance systems and improving public confidence in district institutions.
She added that all departments and committees under the district leadership must be prepared to regularly present progress reports for review by the district council.
According to the Speaker, accountability remains one of the fundamental pillars of good governance and must be prioritized if Kabale District is to achieve meaningful development.
The swearing-in ceremony officially marked the beginning of a new leadership term in Kabale District, with residents expressing high expectations for improved governance, stronger accountability, and enhanced service delivery under the new administration.
The newly elected district leadership is expected to focus on addressing longstanding governance challenges, improving coordination between political leaders and technical staff, and accelerating implementation of development programs across the district.
