KAMPALA – The State House Anti-Corruption Unit has arraigned two Ngora District officials and one private individual before the Ngora Grade One Magistrates Court on charges of theft and conspiracy to defraud.
The three individuals, and others still at large, between 2024 and March 2026 at Retta Solution Uganda Limited in Ngora District, reportedly conspired to steal fuel valued at over UGX 35 million, property of Ngora District Local Government and falsely claimed the fuel was meant for road works within the district, which was not the case.
They include Opio Stanslas Francis, the Acting District Engineer, Okello Samuel, the Assistant Engineering Officer, and Oroni Herbert, the Station Manager, Retta Solutions Uganda Limited.
Investigation reveals that during the 2024/5 and 2025/2026 financial years, Ngora District Local Government received a total of 1.75 billion Uganda shillings meant for road construction and maintenance. However, community members and stakeholders suspected that the funds had not been properly utilised, leading to substandard work on many district roads.
Okello Samuel, the Assistant Engineering Officer, frequently received fuel without signing for it and without the authority of the Acting District Engineer. He allegedly used the fuel for purposes unknown to the authorities, in collusion with Oroni Herbert, the Station Manager of Retta Solution Uganda Limited.
Investigations further found that Opio Stanslas, the current Acting District Engineer, neglected his supervisory responsibilities by failing to oversee the Assistant Engineering Officer, leading to the misappropriation of fuel for unrelated activities. The suspects have been remanded until 5th May 2026.
To enhance service delivery to the public, the Government of Uganda disburses funds to districts and municipalities as grants for road rehabilitation and maintenance.
However, Investigations conducted by State House Anti-Corruption countrywide have continued to reveal that these funds are mismanaged, leading to the apprehension of several district officials.
